Hogy anyámat idézzem picit átalakítva, “nem akarok Londonnal [apáddal] jönni, de…” érdemes megnézni, hogy pl. Budapesten hogyan nem zajlik egy átlagos konzultációs folyamat kisebb vagy nagyobb városrendezési tervekről. Négyesmetró, Vörösmarty tér, Rakpartok, stb? Gondolom nem sok embert kérdeztek meg a köznépből, hogy mi a véleményük, problémáik, kérdéseik a tervekkel kapcsolatban. Ezt elsősorban azért gondolom, mert sosem hallottam ilyenről, még akkor sem, amikor otthon éltem.
De ne rohanjunk a nagy tervekhez, mi van ha például az utcai parkolóhelyeket szeretné az önkormányzat átalakítani, vagy a helyi üzletek nyitvatartásával kapcsolatos új rendeletet alkotnának? Nos ilyenkor a lakók le vannak szarva.
Itt legalább adnak a látszatra, hogy a lakók szava nem az utolsó. A közlekedési vonatkozású projektere a TfL oldalán lehet kérdőívekben szavazni, kommentálni, stb, majd az eredményeket visszaközlik, és remélhetőleg figyelembe is veszik amikor a végleges megvalósításról van szó.
Lássunk egy példát: “Mik a vélemények egy esetleges új alagútról a folyó alatt, valamint egy komp-szolgáltatásról a járművek számára?” – ez a konzultáció második köre, tehát februárban már volt egy. Feltüntetik az eddigi válaszokat is.
We received nearly 4,000 responses to our last consultation, and over 90% of those who responded agreed that there is a need for more river crossings in East and South East London.
Over 80% of respondents supported the Silvertown Tunnel, and over 60% supported the Gallions Reach Ferry. Some people also made suggestions for other improvements they would like to see.
In some cases, people also highlighted concerns over aspects of the proposals – for instance their potential traffic impacts – and people offered views about how we could manage and fund the improvements.
The projects outlined in this consultation aim to respond to all of these issues.
Magyarul, tömören, leírja, hogy az eddigi eredmények micsodák, mik a felvetett kérdések, és ezekre milyen válaszokat adnak, amikre újra lehet kérdezni. Akit érdekel olvassa el. Lássuk be, egy/két temzei átkelő elég nagy fontosságú az egész városnak, de a kisebb dolgokat sem nyeli le a város. Ez pl két buszvonal tervezett menetrendi változásáról kérdezi az embereket, ez egy gyalogátkelő átalakításáról kérdez, vagy pl ez egy metróállomással kapcsolatos átalakítást kérdez.
A dologban a legszebb, hogy természetesen nem csak azokra gondol a város akik állandóan a neten lógnak, hanem az átlagemberre is. Ezért a konzultációkat jellemzően kihelyezik a helyi villanyoszlopokra, hogy mindenki lássa. Mondani sem kell, hogy ezeket jellemzően nem tépik le a helyi lakosok másnapra, mint egyes helyeken.
Az ilyen papírokon fel van tüntetve, hogy ki, miért, hogyan, stb kérte az adott változást, ennek részleteit hol/mikor/meddig/hogyan/stb lehet megtekinteni, kérdezni, kritizálni, stb. Ha a lakók túl sok kritikát fogalmaznak meg, akkor az önkormányzat visszautasíthatja (jellemzően meg is teszi) az adott projekt elfogadását.
Bár a rendszer nem tökéletes, mindenesetre szerintem jobb, mint az otthoni.

ARTHUR DENT: Didn’t anyone consider the alternatives?
MISTER PROSSER: There aren’t any alternatives! But you are quite entitled to make any suggestions or protests at the appropriate time!
ARTHUR DENT: Appropriate time?
MISTER PROSSER: Yes.
ARTHUR DENT: The first I knew about it was when a workmen arrived at the door yesterday.
MISTER PROSSER: T- oh!
ARTHUR DENT: I asked him if he’d come to clean the windows and he said he’d come to demolish the house! He didn’t tell me straight away of course. Oh no. First he wiped a couple of windows and charged me a fiver. Then he told me.
MISTER PROSSER:But Mister Dent the plans have been available in the planning office for the last nine months!
ARTHUR DENT:Yes! I went round to find them yesterday afternoon. You’d hadn’t exactly gone out of your way to pull much attention to them have you? I mean, like actually telling anybody or anything.
MISTER PROSSER:The plans were on display.
ARTHUR DENT: Ah! And how many members of the public are in the habit of casually dropping around the local planning office of an evening?
MISTER PROSSER: Er – ah!
ARTHUR DENT: It’s not exactly a noted social venue is it? And even if you had popped in on the off chance that some raving bureaucrat wanted to knock your house down, the plans weren’t immediately obvious to the eye were they?
MISTER PROSSER: That depends where you were looking.
ARTHUR DENT: I eventually had to go down to the cellar!
MISTER PROSSER: That’s the display department.
ARTHUR DENT: With a torch!
MISTER PROSSER: The lights, had… probably gone.
ARTHUR DENT: So had the stairs!
MISTER PROSSER: Well you found the notice didn’t you?
ARTHUR DENT: Yes. It was on display in the bottom of a locked filing cabinet, stuck in a disused lavatory with a sign on the door saying “Beware of the Leopard”. Ever thought of going into advertising?
MISTER PROSSER: It’s not as if it is a particularly nice house anyway.—
ARTHUR DENT: But what the hell is it?
FORD PREFECT:It’s A fleet of flying saucers what do you think it is?! Quick you’ve got to get hold of this rock!
ARTHUR DENT:What do you mean flying saucers?
FORD PREFECT:Just that. It’s a Vogon constructor fleet.
ARTHUR DENT:A what?
FORD PREFECT:A Vogon constructor fleet. I picked up news of their arrival a few hours ago on my sub-ether radio.
ARTHUR DENT:Ford, I don’t think I can cope with anymore of this. I think I’ll just go and have a little lie down somewhere…
FORD PREFECT:No just stay here, keep calm, and just take hold of this –
VOGON CAPTAIN:[On Speakers] People of Earth your attention please. This is Prostectic Vogon Jeltz of the Galactic Hyperspace Planet Council. As you no doubt will be aware, the plans for the development of the outlying regions of the western spiral arm of the galaxy require the building of a hyperspace express route through your star system and, regrettably, your planet is one of those scheduled for demolition. The process will take slightly less than two of your Earth minutes thank you very much.
MANKIND:[Yells of protest]
VOGON CAPTAIN:There’s no point in acting all surprised about it. All the planning charts and demolition orders have been on display at your local planning department in Alpha Centauri for fifty of your Earth years so you’ve had plenty of time to lodge any formal complaints and its far too late to start making a fuss about it now.
MANKIND:[Louder yells of protest]
VOGON CAPTAIN:What do you mean you’ve never been to Alpha Centauri? Oh for heaven sake mankind it’s only four light years away you know! I’m sorry but if you can’t be bothered to take an interest in local affairs that’s your own regard. Energise the demolition beams! God I don’t know…apathetic bloody planet, I’ve no sympathy at all…
